Server 2022 Error Code: 0x800f0805 (VM on HyperV)

This is a Server 2022 running in HyperV as a VM. It has installed build 20348.2227 but every version after that fails with Error Code: 0x800f0805

Attempting a DISM repair and SFC scan dont help. I have also attempted to download the latest rollup from the windows Catalog and install (Currently KB5049983):

Most recent as of here:
January 14, 2025—KB5049983 (OS Build 20348.3091) - Microsoft Support

And upon trying to install manually the installer will state that there is no need on this operating system. I am Flummoxed and not sure where to move from here?
