Server 2022 update error 0x80073701

For the past 2 months my 2022 virtual server has not been updating. I've run through the suggested and usual SFC and DISM steps and included the requested files. I'm pretty sure that it completed the cumulative update after it's initial setup, but I don't think it's completed any since then.
