I've been having the loop for a couple of weeks now. Today I tried restoring windows to a previous state, before the last update. It didn't help.
Then I tried following your instructions, and was on the process of running the SFC (it was around step 4) and unintentionally pressed shutdown
After the restart (and lots of cursing at myself) I started it all over again, and the result was that it found no problems. I'm not sure if stopping it midway has invalidated this result somehow.
EDIT: Having trouble with the uploader, made a google drive link for my CBS log:
