Unable to use Windows Repair Install and Sfc/DISM Failing

Greetings,

Running with Windows 10, I've encountered issues using sfc /scannow and DISM.

Sfc always gets stuck, citing that the "Windows Resource Protection could not perform the requested operation."

and DISM /Online /Cleanup-Image /RestoreHealth gets stuck and lists: "Error: 4448 - The WOF driver encountered a corruption in the compressed file's Resource Table."

In an attempt (a few of them admittedly), to try and clear this up, I attempted to to "repair upgrade" Windows through the Windows Creation Media, using a USB, however at every turn was met with:
"Error 0xC1900101 - 0x3000D: Installation failed during the FIRST_BOOT phase while attempting the MIGRATE_DATA operation."

I've attempted to use DISM to repair using USB and ISO, but was met with the same Error 4448 regardless if I'm in WinRe, Safe Mode, or not.
