Updates are reverted after reboot - Windows Server 2019 Datacenter

Hi,
I'm running a Windows Server 2019 Datacenter (Desktop environment) on Built 17763.3887.
I have a problem with any Windows Update. Currently with KB5048661. They start to install and all seems fine in the settings app but on requested reboot the server is instantly reverting the pending update.
For this thread I cleared the logs and then ran
1) sfc /scannow (no problems found)
2) Dism /Online /Cleanup-image /Scanhealth (no problems found)
3) Dism /Online /Cleanup-Image /RestoreHealth
4) used the ComponentsScanner.exe (it showed "Sequence numbers do not match! Hive is dirty and the transaction logs should be reviewed for relevant data!" and "Sequence mismatch! Primary = 535841. Secondary = 535840"

In setupapi.dev.log I found the following message: "Failed to register driver package 'C:\Windows\System32\DriverStore\FileRepository\miradisp.inf_amd64_0126a10dea231570\miradisp.inf'. Error = 0x000003F1"

I will attach:
- C:\Windows\Logs\CBS
- C:\Windows\Logs\DISM
- C:\Windows\System32\config\DRIVERS
- C:\Windows\INF\setupapi.dev.log
- ComponentsScanner.txt
- ComponentsScanner.log
