Updates failing, SFC and DISM also failing - Windows 11 22H2

Kind of at a loss here. I've tried the obvious solutions.
1) sfc /scannow
Windows Resource Protection could not start the repair service.
2) DISM fails with no source. Even though I tried with a mounted ISO.
3) I also ran a chkdsk to see if that was the issues.
4) I also tried an inplace upgrade, and that's failing too.

Only reason I noticed was becasue .Net 3.5 was unable to install.
