One additional note though. When I noticed the issue, originally it was the ndis.sys driver which caused the most headache. I found out googling about my specific laptop model, that the network card (Atheros QCA61x4A) may be the cause, and someone even suggested to replace it.

P.S. During my re-installing Odyssey, there was a brief period of time when my laptop blessed me with literally one evening of flawless working. As I said, I'm using Ryzen Controller for underclocking by using the settings provided in the comments of this video. It was beautiful - laptop solved tasks as knife goes through butter, while Ryzen Controller ensured stable and adequate temps and ventilators RPM. But then, after hybernation (or sleep mode, I can't really distinguish them now) or even turning off - the issue appeared again. Latency just started escalating, and here I am, wondering if maybe it's Windows forced driver installation caused it all?..
