Note that VLC technically re-releases codecs without the proper licensing for some of their included codecs, which is perfectly legal under French law. However, if they were to attempt to put this on the marketplace in countries that actually have IP laws, this wouldn't be allowed as it contains code that infringes on IP and thus isn't legal to distribute in a lot of countries.
