Booting takes 15-20 minutes on my system.

SFC /scannow found nothing.
Chkdsk found nothing, but I've attached the latest report anyway.

Dism /Online /Cleanup-Image /RestoreHealth got me an "Error: 0x800f0906

The source files could not be downloaded." I've attached the CBS and dism logs.

You have run SFCFix the normal way, but you'll need the download the attachement SCFix.zip from my post and drag and drop this file over the SFCFix.exe executable as described.
 
Alright.
I tested to see whether it was faster to reboot, definitely faster but it still took about 8-9 minutes and it once took only 1 or 2 minutes.

Alright, definitely seems faster to boot (only 6-7 minutes) now at least though still not quite as quick as it once did.

...Okay that's really weird. BootRacer did not tell me what program actually slowed things down either time I used it BUT after the second restart I did with it (I didn't enable startup control or anything) my boot time has decreased from some 703 seconds (per BootRacer) to around 20-40 seconds.. It remains even after uninstalling BootRacer, but I have zero clue what the program did.

I'm not quite out of the woods yet, as bizarrely now both the actual initial restart process and shut down process tends to take forever/han
Not the booting back up part, I mean the part before the computer actually turns off, where it says "Restarting" or "Shutting down" on the screen combined with Win 8's circle. If I hold down the power button it'll turn off just fine and boot at a perfect speed, but actually initiating the restart/shut down without the power button takes forever.

I've tested the restart process a few times now; at one point it initiated the restart within a few seconds but then took 6-7 minutes to boot again like before, now it's back to booting within half a minute. I don't think I can call this solved just yet, since I don't want to have to use the power button for every single restart or shut-down.

I would take a look at the virtual memory settings first, clearing the virtual memory pagefile during a shutdown or reboot could be an issue in here. What you could try is to set this option to "System Managed Size".

1. Press Win + R and type Sysdm.cpl and open the tab > Advanced > Settings.
2. Click Advanced > Change and set the custom paging file size to System managed size and press OK.
3. Reboot the system to see what happens now.
 
It seems it was already set to System managed size, I set it to again (toggle it off and on) anyway and tried two restarts to test, comp initiates the restart quickly but booting takes 6-7 minutes again.
 
That's something not even present in my power options even with things unhidden, and the two .bat files didn't work either.

(Something I'll note more for anyone else who stumbles across this thread, is that the BOOTLOG_NOT_LOADED entries in ntbtlog (four for dxgkrnl.sys and once for WdFilter.sys, always in the same place) still showed up during the times I got the boot time down to a more normal 20-30 seconds, so that's apparently not the issue.)
 
Fast startup isn't available as an option if you disabled hibernation.
In this case, hiberfil.sys won't be present in c:.
Could you check it?
By the way, i'd try to disable hibernation altogether, if it isn't already...
The command is powercfg /h off (from an elevated command prompt).
 
hiberfil is indeed not there, not even as a hidden file. And alright, ran that command from an elevated prompt.
 
I reinstalled Bootracer to try and see what I did that got my boot time back to 30 seconds. First normal restart with it gave me 11 minutes to restart (I decided to let it go instead of using the restart button then the usual 407 seconds to reboot.)

Next I tried Bootracer's clean boot, long restart time...but now back to quick boot time. After doing that clean boot a regular restart now also has a long shutdown but a quick boot time. Weird.

before it shows my four processors like previously, during the slow boot this is shown after my processors are loaded. No idea if that's actually significant.
 
Try to set a fixed size for the pagefile(s).
As an example, I set these ones:
  • Drive c:, initial size 10240, maximum size 10240 (i.e., 10GB)
  • Drive d:, initial size 1536, maximum size 1536 (i.e., 1.5GB)
  • Drive e:, initial size 1536, maximum size 1536 (i.e., 1.5GB)
  • Drive f:, initial size 1536, maximum size 1536 (i.e., 1.5GB)
  • Drive g:, initial size 1536, maximum size 1536 (i.e., 1.5GB)
Recommended size for my pc is 2040 (about 2GB).
