Win7 (32 & 64 bit) systems that will not install any updates to .NET Framework

Ah yes sorry. I should have clarified that. The cleanup tool appears to have run successfully. It prompted for a reboot which I did. I then tried to reinstall 4.8 and got the thing about the installation did not succeed. Sorry for that.

Also when I logged onto the computer this morning I got this popup. Could I be dealing with a situation where there is an app installed that has a specific requirement for the listed version of .NET and is blocking any other changes to .NET?

Just noticed too that in Programs and Features I still have an entry for .Net Framework 4.6.1. There is no v4.0 subkey under HKLM\Software\Microsoft\NET Framework Setup\NDP though. Shouldn't there be if it was truly installed?

When you go to Programs and Features, under Installed Programs, which .NET Framework is listed? Just tell me, do not do anything yet. Thanks.
 
When I tried to install that it launched the standalone installer and gave me two options as seen in first screenshot. I chose the top option which got me the output from the second screenshot. Was I supposed to uninstall? I thought we were pretty much past that point to be honest. Would you like for me to run it again and chose the second option? If so, I'll do that, reboot (expecting that will require it), and then run it 3rd time chosing top option. Sound good?

Yes, but I don't expect that the option to repair will be available the 3rd time you run this. Also, this is not unexpected. .NET issues are among the hardest to resolve.
 
Believe me I know that. I've been screwing around trying to fix these issues at this customer for months. I don't usually bring the small stuff to you guys. So...the removal failed. Got the following...
