Odd, thought I already posted this last night. Something must have distracted me, as always. Here I go again...

I had a volunteer, not an actual M$ technical engineer (can not seem to get a response from their customer support people who should know the code), try to resolve the issue, without reloading the OS (I never seen good results repairing as I might as well format the drive). The volunteer did try, by coming up with possible fixes. Trying to repair files with the provided methods just did not work. It was suggested I come here, provide the information and previous steps (in provided link) to see if someone reading this would have a solution without repair/reinstall.
Am here seeing if anyone reading this might be able to help understand how to overcome this Window$ error that M$ seems not to have much help for.
