I tried to add a new user from the only existing account.
<control panel>
<user accounts>
<add a new user in pc settings>
with the 'Family & other users' tab selected
<add someone else to this pc>
and the result was:
"something went wrong"
"tray again or select cancel to set up the device later"
...that was an interesting result.
