Windows 10 21H2 Enterprise LTSC November 2024 CU failing to install

I have a Windows 10 21H2 Enterprise LTSC machine that is failing to install the November 2024 CU (KB5046643)

Chkdsk found no errors
sfc scan now did report it found issue and repaired them, which did not help
Windows Update troubleshooter did not help at all

Attached is the CBS logs and the component scanner results.
