Please retry the upgrade with everything unplugged, but this time, keep an eye on the setup, and when it says it is going to reboot, you perform a hard reboot manually. Let me know if the upgrade proceeds then...
 
Just a note: MS has pulled 1809 due to issues reported. A new version will be released on Tuesday. If you have not started the process already, it may be best to wait until the new build on Tuesday to resume troubleshooting.
 
After two days of torture trying to update, Microsoft gives us this announcement...

Yep. Things like this do happen. Allegedly a fixed release should be available on Tuesday and we can continue then.
