Windows 11 Update Error Code 0x800703f1

Hello there,

I've been trying to update my windows os for a while, and have ran into numerous problems. I've tried completley hard wiping my system and it will not let me boot into a fresh copy of windows, additionally my anti virus pops up and says I have virus threats but when I go to do a full scan nothing appears, and my cmd randomly boots. My main issue is the windows os, my computer runs awfully slow and my system is not nearly old enough to be outdated. I have followed guides before on fixing this error code and nothing has helped yet. Please help.
