[SOLVED] Windows 11 Update error - Install error - 0x800700c1

Hello,



I am trying to update to Windows 11, version 24H2, but I am getting an Install error - 0x800700c1 when trying to update.

My current Windows 11 64bit Version 23H2 (OS Build 10.0.22631 Build 22631).

  1. I have tried a simple restart, running Windows Update Troubleshooter, and the repair update, but the update still fails. I tried an in-place upgrade, but that also failed.
  2. I tried running dism.exe /Online /Cleanup-image /Restorehealth in CMD prompt, but I get "Error: 0x800f081f: The source files could not be found. Use the "Source" option to specify the location of the files that are required to restore the feature. For more information on specifying a source location, see Finding beauty in the Lost City DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log"
  3. I tried running SFC / Scannow in the Command Prompt as an Admin but it says, "Windows Resource Protection could not start the repair service."


Is there anything I can do? I saw several other forums with SFCfix which I downloaded, but I'm not sure if I did things right. Any help would be greatly appreciated.

I checked the setupact file which revealed that Operation failed: Process Drivers for Migration. Error: 0x800700C1[gle=0x000000b7]. I then saw the following error when I ran Type %WINDIR%\inf\setupapi.offline.log : sto: Unable to unload hive key '{bf1a281b-ad7b-4476-ac95-f47682990ce7}C:/Windows/System32/config/SOFTWARE' loaded by another process. Error = 0x00000005, Time = 0 ms.

As a last resort, I tried a clean boot and try to update, but that also did not work. I'm losing my mind!
