Windows 11 Update Installation Failure, 0x800700c1 Usually

Hello,

Windows 11 Home 23H2 installed on a x64 system, AMD Ryzen 5 5600G with 16.0GB RAM, 500GB HDD C:\ drive and 1TB SSD D:\ drive, Windows is installed on the C:\ drive.

Programs can install on the computer fine, but anything having to do with the OS and Windows Update fails at install with 0x800700c1 error most of the time. This is not just major OS updates, but component updates as well.
Done the usual clearing of caches and resetting settings to no avail. Even tried installing a repair version of Win11 23H2 and it fails at install.
Not bothered by aggressive measures including potential drive wipe - this is a gaming comp I have no important personal files on, but if this could be resolved without a clean install of the OS I'd be pleased, and I can only try so many things.

Required info:

Sfc /scannow run - Windows Resource Protection could not start the repair service

Dism /Online /Cleanup-Image /RestoreHealth run - Image Version: 10.0.22631.4460 tries to download/install, stalls out at 62.3%, Error: 0x800f081f The source files could not be found

ComponentsScanner run - results attached

CBS log was zipped immediately after running Sfc /scannow and Dism /Online /Cleanup-Image /RestoreHealth - zip file attached
