Windows 11 Upgrade Failing

Hello,

I'm trying to upgrade a PC from Windows 10 22H2 to Windows 11 23H2. I'm performing the upgrade using a Windows 11 23H2 ISO - performing an in place upgrade.

It failed the first time, so I ran "sfc /scannow", rebooted and then ran the "dism /online /cleanup-image /restorehealth" command.

After this, I ran an in-place upgrade of Windows 10 22H2 and rebooted. Then I tried the in-place upgrade to Windows 11 23H2 again and it failed again. It goes through the installation process, reboots, and on the black screen where it says configuring updates, it goes to 85% and then starts undoing all changes.

Attached is the setuperr.log file.

Any assistance would be greatly appreciated.
