Windows 2022 21h2 Cumulative Updates (lastest 2024-12 KB5048654) error 0x800f081f

Tried already RestoreHealth, fix windows Update (deleting SoftwareDistribution, Catroot2, etc), install package from Windows Update Catalog and Dism /online /add-package /packagepath:c:\temp\cab\windows10.0-kb5048654-x64.cab.
This update can't be installed on a Windows 2022 fresh installed server on a VM.
