Windows 2022 (DELL) - Download error - 0x800f081f - KB5046616

Hello,
I've got another server that's installed from DELL image (server came preinstalled), and has this issue for several months now - can't install any cumulative upgrades as all fail with the dreaded download error 0x800f081f, latest of them 2024-11 (KB5046616).

I've tried
sfc /scannow and Dism /Online /Cleanup-Image /RestoreHealth, with no reported issues.

I'm attaching logs as per the instruction thread.

Any help would be much appreciated!
