Windows 8.1 x64 - Windows could not connect to the System Event Notification Service

This issue started appearing for me in the past month and a half or so. It appears about once per week when I start up the machine.

To do a quick fix I typically do:

netsh winsock reset

Sometimes I may follow it with:

netsh int ip reset reset.log hit

This problem happens about once a week, not necessarily after a windows update. Now this isn't a major hassle since my computer restarts normally after I do this and it typically takes ~5 minutes every time I do that but it's kind of annoying and it may hide a more sinister problem underneath.

I generally keep my PC perfectly maintained. I don't have antivirus (just Windows Defender), I don't have the KB2952664 update. However in the past (I have this Windows installation since 2014) I have done some registry cleanups (especially with CCleaner) that some of them may have been careless and I suspect that is the cause of them. So if you can spare the time to tell me about ways to fix it, I'd be most grateful. sysnative has helped me with one more issue in the past so I turn to your help once again.

Registry cleaners are unnecessary and dangerous and it is possible that it has caused your problem here.

Unfortunately, the registry cleaner runs have deleted the entries and they cannot be retrieved to see if in fact the missing registry entries are the cause here or not.

Keep your eyes open for other more permanent fixes and hopefully someone else here knows what that permanent fix is.
