No. That's what I expected, because one of its key files is corrupt. Just as a precaution, do you have an earlier backup?
If we go down the road of trying to fix IE it may not end well, because IE issues are among the hardest to resolve.
If you are willing to try, please uninstall IE11 both from features and from installed updates. If it fails, please attach CBS.log and IE_Main.log.
