Windows Server 2016 Updates failing

Hello Community,

I'm at wits end with my problem so I hope somebody is able to help me out.
I've got a Windows Server 2016 Datacenter Version 1607 Build 14393.6529 who refuses to update since 2024 September CU.
The server had problems updating in the past, but it worked fine in Q2 and Q3.
I already tried a fair share of troubleshooting steps.
What I tried so far:
DISM scanhealth, checkhealth and restorehealth. Both online and offline with the newest Server 2016 image.
sfc /scannow

SFC and DISM reported corrupted components and were able to fix them, but the update problem persists.
After the initial fix, dism and sfc can't find any corrupted or missing components.


Resetting windows Update components
Disabling services and renaming catroot2 and SoftwareDistribution folders.

Windows Troubleshooter recognized a Windows Update Database corruption but wasn't able to fix it.

The update error is 0x8007371b (ERROR_SXS_TRANSACTION_CLOSURE_INCOMPLETE).
I was able to trace it back to 3 missing components:
