Windows Server 2019 CbsPackageServicingFailure2

Hi,

I am in need of some assistance here, I have looked through as many articles as I can but it doesn't seem as though someone has been able to resolve this.

On a large number of our Windows Server 2019 builds they seem to be failing to update the following package or FOD: Microsoft-Windows-LanguageFeatures-Basic-en-us-Package. This is causing a huge amount of 1001 events and is making it difficult to see true application issues.

Our servers do not have internet access and instead point to a WSUS server which has some collections filtered out. I cannot see any Windows Language updates in WSUS that could be approved on these servers to resolve the issue. Am I missing something or is there another way to install the update?

I have ran DISM Cleanup and SFCScan's with no luck.

To add, I ensured service packs were being pulled down to the WSUS Server and approved these for install on a test server but no luck. I have attached the CBS logs below.

I have made some progress with this by comparing it with a server on the exact same OS and Patch level. I have found that the following Package is installed Microsoft-Windows-Server-AppCompat-FoD-Package~31bf3856ad364e35~amd64~en-US~10.0.17763.1. This has a lot of accompanying registry keys seen below:

Can anyone help?
