Windows server 2019 Dism Error: 0x800f081f The source files could not be found

Hello Everyone.
i'm trying to restore the image health of a windows 2019 server that is unable to install any updates with dism and i receive the error in the object.
From the cbs file i understand theat the files missing or corrupted are the following:

2024-11-07 10:24:31, Info CBS (p) CSI Payload Corrupt (n) amd64_microsoft-windows-ieframe_31bf3856ad364e35_11.0.17763.4131_none_f60013bfa950a612\ieframe.dll
2024-11-07 10:24:31, Info CBS Repair failed: Missing replacement payload.
2024-11-07 10:24:31, Info CBS (p) CSI Payload Corrupt (n) amd64_microsoft-windows-ieframe_31bf3856ad364e35_11.0.17763.4131_none_f60013bfa950a612\iemigplugin.dll
2024-11-07 10:24:31, Info CBS Repair failed: Missing replacement payload.

the server i'm working with has no access to windows update.
following the guidance posted here Fix Windows Update corruptions and installation failures - Windows Server
i found the two mentioned files extracting them from the kbs. The dism with the parameter /source specified is giving me the same error .
i would like to understand why and , if it's possible, how do i can create by myself the zip file for the sfcfix.exe
