windows server 2019 running into update error 0x800f0982

so far i've tried restarting update services, netsh reset, running windows update troubleshooter, running a manual install, running the manual install thru DISM, sfc/dism scans multiple times over the past few days, no system errors come back and they complete just fine. but updates still wont take. please help!

edit: currently running sfc/dism/component scanner! will post results shortly
