Updates are offered and appear to download/install, but after reboot the same updates are offered. CBS logs give vague package errors. ComponentsScanner reports sequence mismatch. I tried purging the update cache and re-downloading to no effect. RestoreHealth and sfc both complete without errors.

After more digging into this I discovered the BITS service is corrupt. Running the Windows Update or BITS troubleshooters reveals the issue, but cannot resolve it.
SFC, SFCFix (default run), DISM RestoreHealth, all show no issues and have no effect on BITS.
