Windows Server 2022 can't install CU's

I have 3 SQL servers all running Windows Server and SQL Server 2022. They won't install the latest CU's. The error below is what I get.

Installation Failure: Windows failed to install the following update with error 0x8024200B: 2024-10 Cumulative Update for Microsoft server operating system version 21H2 for x64-based Systems (KB5044281).

I have tried running DISM, SFC, and resetting the update component store.
