Windows Server 2022 Unable to install Updates, KB5048654 Errors out with error 0x8007054f.

The update tries to install, then gives a message "We couldn't complete the updates Undoing changes."

I have tried the regular troubleshooting steps that normally work (Stop BITS, wuauserv, msiserver, cryptsvc, rename Software Distribution, rename Catroot2, delete temp files, registered atl.dll, registered urlmon.dll, registered mshtml.dll, ran Windows Update Troubleshooter.) Tried running updates from Windows Catalog. Nothing fixed the issue.
