windows server 2022 updates failure (0x8007000d)

Hello ,
Windows server 2022 , Version 21H2 (OS build 20348.2159)
While trying to install KB5046616 i got a couple of errors. 0x800f0983 and 0x8007000d .
SFC /scannow finishes without integrity violations.
Dism /online /cleanup-image /restorehealth completes successfully
Attached are CBS log folder and components scanner file .
Any idea on how to fix this ?
