Windows update, DISM, sfc did not work on Windows 10 Pro for Workstations

The pc at my work place is having problem.

Windows Update: Did not work with error code 0x80004002.

sfc /scannow: Windows Resource Protection could not start the repair service.

Dism /Online /Cleanup-Image /RestoreHealth:
Error: 0x80004002
No such interface supported.

In-place update with windows 10 iso did not work either.
Cannot view windows feature and installed windows update, showing a blank window.
