I have an external hard drive which works fine - it is a 2Tb Seagate USB "BUP Slim SL" (ST2000LM003 HN-M201RAD).
When I plug in another USB external hard drive(s) (e.g., SEAGATEBACKUPPLUSP & Touro ) into my PC, Windows just ignores it. It simply just doesn't exist as far as Windows 7 is concerned - Device Manager ignores it, & it doesn't register in Explorer.
However, it [the SAME USB external hard drive(s!) such as the Seagate] did formerly run in Windows 7 (Pro, 64 bit).
Also, it IS seen by HD Sentinel, & "SRH&EM (Safely Remove Hardware & Eject Media)", & functions appropriately in Win 10, & other PC's (eg, my wife's 8.1 laptop). The SAME USB port handles other devices eg, cam.
Interestingly, the (SRH&EM) does show a similar (same) name - "BUP Slim SL" - but so what ! - that should not matter.


Of course I did all Updates, including Win 7, & Driver Booster.


Anyhow "Safely Remove Hardware & Eject Media" DOES eject it.


I want my (2nd, 3rd etc) drives back!

If you already have one USB External Mass Storage Device (eg) USB HDD, plugged in, there may not be enough power from the USB port to power a second Mass Storage device, especially if this is a notebook. With the drive that is not being seen plugged in, go to the Device Manager. Are there any devices with a yellow Flag? Or under Universal Serial Bus Controllers, is there an Unknown Device? If so, right click it and Uninstall it. Unplug the USB cable from the Computer end and restart the computer. Remove any other external HDD's, Camera's etc from any USB ports. When the computer comes back up, plug the USB cable into the Back USB port, not the front or through a Hub, as these ports are weaker. Make sure it is a different USB port then one used previously. You should get New Hardware Found. If not, you may need to use an external power supply. Be sure to plug it into the wall socket directly and not through a surge protector or extension cord as this diminishes the power:

Thank you for the help.


I decided to skip some steps. I am awaiting a hub from Fry's ($30);


Sabrent 7 Port USB 3.0 Hub w/ Power.


I had several hubs that were on other PCs but they were USB 2.0 Hubs so I did not bother to use them for TroubleShooting.


I forgot to mention that I had gone the "Uninstall .. Unplug / Remove all other external's, .. restart.." route.
This old forgetful brain also forgot that years ago (Win98?) someone else had advised a Powered Hub.
Years ago I had realized (in my professional life) that sometimes stating (what may seem like) the "obvious" was the best thing to do at that moment.

You cannot 'close' your thread, only staff can do that.

I see you marked your thread as solved, but its not. Creating a new thread about the same subject is usually frowned upon in forums in general.

I'm not sure I can solve your issue but I have a couple of points to raise.

I think maybe you misunderstood the advice from spunk.funk;

When the computer comes back up, plug the USB cable into the Back USB port, not the front or through a Hub, as these ports are weaker. Make sure it is a different USB port then one used previously.

But, then you said you were waiting for a new hub.

Then you said;

Using Driver Booster and other similarly dubious software is always going to cause problems. I would advise to use Revo Uninstaller
to remove it from your system.

I'm not entirely sure if this applies to your situation but it certainly can't do any harm. Follow the instructions on this page;

As far as your issue (".. only staff can..") - I stand corrected.
As for " ..marked your thread as solved, but its not...".
I felt a new perspective was needed, AND I did NOT want to leave loose ends for weeks while I waited for the hub, etc.
And besides ! I thought it would work!

But.... also,
Why !! would I do that (plug to ANY different port) except to TroubleShoot the hub - or the drive! My new & old posts made it clear that they all worked.


IMHO, the phrase "use an external power supply" is a nonsensical phrase - UNLESS it refers to a HUB.
So in my mind I jumped to a conclusion that was wrong - to plug into a powered hub.
You see, the whole point of my request for help is that (as I understand it ) Windows can deal with 26 drives (A-Z), & there is NO way I've ever heard of 26 hardware PHYSICAL ports on a PC. Ergo, "it" must be achieved through a HUB!!
Nevertheless, I now realize I was wrong.

Per writhziden, I used Device Manager before to get to "Expand the Universal Serial Bus controllers section".
I thought (it) might just duplicate my previous efforts.
However the Code :
set devmgr_show_nonpresent_devices=1
gave it a whole new twist !!!


What I thought was 17 items was actually 55!

So I got rid of a lot of crap like Apple & ASUS, .. & some (like KVM, floppy, .. ) which I'll redo as needed.

It took me a minute to interpret "fade" (as I am so used to seeing fade TEXT). I can see now the fade is on the icon for ... "Uninstall any faded devices under Universal Serial Bus controllers."


So, it turns out yours was the new perspective that I needed.


Today, I did the 1st part (USB Driver Reset ) ...


& .. no change so far.

The (2nd) external USB HD is NOT recognized by Win 7 Pro, although HDS (& SRHaEM) say it IS !! there.

My new info (November 18, 2015):
I did add a hub from Fry's : Sabrent 7 Port USB 3.0 Hub w/ Power.
The problem persists.


Re Device Manager:
There were no devices with a yellow Flag "!" (warning) indicaters in the list.:
I expanded (the Device Manager list of) Universal Serial Bus controllers; Uninstalled; Repeated for each device.
Result: Fiasco! - I lost keyboard / Mouse input! after uninstalling several items.

PS to Windows:
Why not IDENTIFY the USB devices (Logitech mouse, Seagate 1.5T hard drive) ?!? ] - I rebooted ( I had no choice)...




BTW, there were 17 items in the Device Manager list of USB controllers.

Windows needs a Fix-It that does !!! (ie, actually fixes! "it" ).
It would help if I had (I need):
Some way to get a helpful report of WHY windows 7 Pro doesn't recognize the HD.
I can see no way for Device Manager to produce a report.
MS's advice to perform a clean boot of the computer (to determine whether a program or driver is having a conflict with the drive) is typically UNhelpful !! -- awkward, time-consuming, & most likely to be INeffective. EG: https://support.microsoft.com/en-us/kb/2654149

Update:

I did the USB Driver Reset immediately (reported earlier), &
I did the USB Ports Power State Reset 2 days ago.
The Power State Reset entailed unplugging EVERY cable, & then I pushed the power button for a minute (& even pushed the reboot button for good measure).

When I plug in the second USB external hard drive (SEAGATE "BUP Slim SL" ) into my PC, Windows 7 Pro just ignores it.

Problem:

Windows 7 Pro ignores a (certified functional) external hard drive (e.g., Seagate USB "BUP Slim SL", as Drive "S", which worked fine previously ) which is in addition to an internal (C:, with partitions), and an external (Seagate USB "BUP Slim SL", as Drive "T").


Solution:

Wow
I did it myself !!!


The answer was in Disk Management.
SOMEHOW....
Disk Management listed (it), but reported that it was not ACTIVE !!
So all I had to do was:
1) Disk Management ()
2) Locate (lower left side) the drive
(I knew I was looking for a 1.5Tb: "Disk 1, 1397.26 Gb" )
3) then, to the right, I saw that it (rectangle with info) was missing the drive designation (S:), and it said:
"Healthy (Primary Partition)"
BUT without the word : "Active"
4) So I right clicked on that area, to get a menu:
5) Mark Partition as Active
6) right click menu again: "Change Drive Letter and Paths" & select (I re-instated "S").
