[SOLVED] Unable to start BITS or Update Windows 8.1

Hello,

System Info:
Windows 8.1 32-Bit

I noticed that my system was not downloading any Windows updates. I looked into it, and found that the BITS was not running. When I attempted to/attempt to start it I receive this message:

Windows could not start the Background Intelligent Transfer Service on Local Computer. For information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code - 2147024894

I did some searching, and found this page of the Microsoft Support website: https://support.microsoft.com/en-us/kb/971058

I downloaded the Windows Update Diagnostic, which was unable to fix the problem with the BITS.

I then tried to follow the manual directions on the same site, but couldn't get past Step 2 as wuauserv would not stop running.

I'm a novice at best when it comes to these sorts of problems, so any help would be greatly appreciated!

Other Info:
The computer was built about two weeks ago, and it appears that it has not been able to update or start the BITS at any point.

Hi and welcome to Sysnative. Please do the following so I can take a look.

Step#1 - DISM /RestoreHealth Scan
Warning:this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Right-click on the Start
    w8start.png
    button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
    Dism /Online /Cleanup-Image /RestoreHealth
  3. Once it finishes, copy and paste the following into the command-prompt window and press Enter. If prompted to overwrite the existing file go ahead.
    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  4. Once this has completed please go to your Desktop and you will find CBS.txt => Please zip/upload to this thread.
    Please Note:: if the file is too big (over 7MB) to upload to your next post, please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.

I've attached the updated CBS log.

I was able to successfully run the command:

Dism /Online /Cleanup-Image /RestoreHealth

but I was unable to have any success with the command:

copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"

and was met with the following message:
The system cannot find the path specified. 0 files<s> copied.


I manually found the CBS log and copied and pasted to the desktop instead. Not sure if this is important, figured I'd just let you know.

That's not good. Something is very wrong. Your logs are clean so it's not a Windows Update/Servicing issue. Let's see if we can dig a little to figure out what the issue is and who should assist you. Please do the following.

FRST Logs Needed
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 32-bit Version so please ensure you download that one.
2. Right click to run as administrator. When the tool opens click Yes to disclaimer.
3. Note: Ensure that the Addition.txt check box is checked at the bottom of the form within the Optional Scan area.
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please copy and paste log back here.
7. The first time the tool is run it generates another log (Addition.txt - also located in the same directory as FRST.exe). Please also paste that along with the FRST.txt into your reply.

 
I downloaded and ran the Norton Removal tool, and followed the directions to reboot.
 
Thanks. Now, please do the following.

Important: Disable your Avast antivirus so it doesn't interfere with the fix! Right-click on the avast! icon in the system tray (looks like this:

but orange in color starting with version5)

Select avast! shields control and there will be options to disable avast for 10 minutes, 1 hour, until the computer is restarted or permanently. Please disable for an hour.

Step#1 - Repair Services

  • Please download the ESET services repair tool to your desktop.
  • Right-click on the ServicesRepair.exe file and choose Run as administrator.
  • If security notifications appear, click Allow and then click Yes when asked if you want to proceed.
  • Once the tool has finished, you will be prompted to restart your computer. Click Yes to restart.
  • A log named SvcRepair.log will be saved in the CCSupport\Logs folder the tool created on your desktop, please post the content in your next reply

Still nothing. Went back into Computer Management/Services, attempted to start from there and received the original message. Do you think a clean reinstall may be the best way to go? Also, on a side note, this was my first time setting up a computer with the OS on a SSD and the remaining programs on a standard hard drive. I'm not sure if something I did while moving the program files to the E drive may have caused this. Just a thought.

That's up to you. I can continue to help you resolve or you can wipe/reload. Just let me know if that's what you decide. If you want to continue, please do the following.

If all else fails and we can't solve this, I'll go with a reinstall, but for now I would like to get to the bottom of this.

No problem. Let's try to figure it out. A couple other checks we need to do. Please do the following.

1. Right-click your Start button and choose Command prompt (Admin). Answer Yes to the UAC prompt if it comes up.
2. Copy and paste the following line(s) into the command-prompt window and hit enter after each one. You will have to right-click your mouse in the command-prompt and choose paste...you can't use CTRL-V. If you get an error on one of the lines, notate it and move on.
