Currently using Windows 7 x64.
This whole issue originally started when I tried to launch a program I always had that used the .Net framework, and it didn't load up. I tried uninstalling and reinstalling that program and got this error:
"The Application Requires That Assembly Windows Base Version 3.0.0.0 Be Installed In The Global Assembly Cache (GAC) First"
After doing my research, I learned that it relates to a corrupted .Net framework. So I took the usual steps to uninstall and reinstall the framework - going to "Programs and Features" and remove all updates, and went to "Turn Windows features on or off" to disable and re-enable Framework 3.5. Tried reinstalling my original program again and still gave me that error. After none of that worked, I used the "dotnetfx_cleanup_tool.zip" from Microsoft to completely do a clean-sweep of the framework and reinstall everything, plus updates. That went fine and I was able to install the program. However, the program is unable to update itself and I can't use it until it's able to. This is when I decided to do a SFC scan to find any further issues, and this is what I got:
SFCFix version 3.0.0.0 by niemiro.

My CBS log was too large, so it'll be uploaded via the second method.
