Problem: Windows update constantly prompts me to “Restart your computer to finish installing important updates”. After restart I can boot successfully, but after a few minutes the “Restart your computer…” dialog again appears. This problem has been here for over a month now, and most of the time, I do not mind it, but presently I cannot install CAD software for my job because there is a "restart of the operating system currently pending." Now the update has gone from just an annoyance to holding up my job.
I believe that it is because my laptop was not connected to the internet for some time, and windows couldn't install new updates for all that were released, so it is now unable to install multiple stacked updates for the un-updated components. (I think)

I am running Windows 7 32-bit
I downloaded and ran the windows update diagnostic (with no luck) and the MicrosoftFixIt tool. Both did not solve the problem.

I have gone through a few of the other posts and seems like everyone's issue has got a unique solution. However, I followed the below instructions as mentioned in the forum :

1. Click your start button and type cmd in the search box.
2. Right-click on cmd that comes up in the search results and select Run as administrator. Answer Yes to the UAC prompt if it appears.
3. Copy/Paste the following into the command-prompt window and hit enter.

I see SFCFix indicates some problems were detected by SURT, so let's start there.

System Update Readiness Tool (SURT)

Download and run the System Update Readiness Tool for your version of Windows here: System Update Readiness Tool

NOTE: If you aren't sure if your Windows installation is 32-bit or 64-bit, check here: How to determine whether a computer is running a 32-bit version or 64-bit version of the Windows operating system

This tool will take some time to complete - when it has finished, attach C:\Windows\Logs\CBS\CheckSUR.log with your reply.

Looks like there may be a registry problem. Let's take a look at the CBS branch.

Export Component Based Servicing

  1. Click on the Start button and in the search box, type regedit
  2. When you see regedit on the list, right-click on it and select Run as administrator
  3. When regedit opens, using the left pane, navigate to the following registry key and select it by clicking on it once.

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\
  4. Once selected, click File > Export....
  5. Change the Save as type: to Registry Hive Files (*.*)
  6. Name this file ComponentBasedServicing (with no file extension) and save it to your Desktop.
  7. Right Click on the ComponentBasedServicing file on your Desktop and choose Send To -> Compressed (Zipped) Folder.

Once done please upload ComponentBasedServicing.zip via DropBox OneDrive or SendSpace
 
It appears to be a registry permissions issue.

Let's try this:

SFCFix Script

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
  2. Download the file below, SFCFix.zip, and save this to your Desktop. Ensure that this file is named SFCFix.zip - do not rename it.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.
  5. Drag the file SFCFix.zip onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a file should be created on your Desktop: SFCFix.txt.
  8. Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this file into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.

  4. right-click on it and select Permissions...:
  5. Click Advanced.
  6. Under the Owner tab, click Edit.
  7. Click "Other Users and Groups".
  8. Click Advanced.
  9. Click "Find Now".
  10. Scroll down and double click on Everyone.
  11. Click OK.
  12. Put the check in "Replace owner on subcontainers and objects", click Apply then change to the Permissions tab.
  13. Under type Deny, single click on any entries and click Remove. (N.B.: There may not be any Deny entries, in which case just ignore this step. Just remove any that do exist)
  14. Click Edit (now on the standard file Property window under the Security tab).
  15. Click Add.
  16. Click Advanced.
  17. Click "Find Now".
  18. Scroll down and double click on Everyone.
  19. Click OK.
  20. Single click on Everyone and then tick the "Full Control" box under Allow.
  21. Click OK TWO times.
