I posted a thread on the Windows Secrets Windows 7 Forum regarding the "Turn Windows Features On Or Off " window not populating. That problem has been resolved, however I then ran into other problems regarding sfc /scannow and the sfc.txt file.

Please run the System Update Readiness Tool (SURT) again.

When it completes, attach C:\Windows\Logs\CBS\CheckSUR.log

I solved the problem by performing a Non Destructive Reinstall of Win 7 with SP1. In doing so I knew I would have to download and reinstall over 250 Windows Updates, and the updates were successfully installed. I then ran sfc /scannow, and no integrity violations were found.

I hope this solution helps others.
