[SOLVED] [Win7SP1 x64] WU Error: Windows Needs to Be Restarted to Finish Installing Updates

Hey guys!
This is driving me insane. :banghead:
I have a couple of machines that since Friday (07/28/2017) have been receiving prompts to restart to finish installing updates.
Below you will find the output of sfcfix.ece I am also including the CBS folder export as well.
This is a Windows 7 machine running SP1.
The last installed update shown within Windows update is a security fix for Outlook 2010 standalone.

Below are the steps that I have taken in an attempt to resolve this issue:

1. Restart the machine: The machine has been restarted numerous times - Message Persists

2. Reset Windows Update Components: Attempted to manually fix key Windows Updates components

3. Run Windows Update Troublershooter: Returns an error that cannot be fixed

4. Run WSUS Offline: Updates are found and installed through WSUS, however the restart notification persists upon reboot.

5. Malware and Adware Removal: I ran a plethora of virus removal programs. The system is clean. Update prompt still persists.

Update - I have been trying to get the CBS logs to post for a couple of days now. They will not upload into the attachment manager. I have tried Firefox and Chrome on several different machines.
I began to think they might be too large to upload. I was going to use the SFCScript.txt tool to auto-upload them, however, the link in the sticky post seems to be dead. Please advise, would a google drive or dropbox link be acceptable?

Hi there Bennjimin,

Yes a Google drive or Dropbox link would be fine. Be sure to zip the CBS.log file first :)

However, I managed to dig through the logs manually and have compiled a fix myself.

Thank you guys for what you do here! This thread can be locked/deleted.
