[SOLVED] [10v1703b15063 x64] Diagnostic tools stopped working. Upd. (v1709b16299) didn't help.

Step#1 - FRST Fix
NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download attached file and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply

Hello there, softwaremaniac;
before we proceed, I think I need to let you know this: My Computer just forced a reboot in order to install some updates :o -
Therefore, I manually ran Windows-Update > Search for new updates again to see what remains.
The panel thinks all is current now :o

To make sure, I did a manual check for > History of recently installed updates
apparently, they all went thru in the meantime:

So this is good, right? :)

Next, I checked whether the "Problem Resolution Service" (or whatever the correct term in English is) has come back to avaiability;
apparently, it has, too.

So it looks, like we (or rather: you) have reached success, as far as the initial trouble is concerned + Thank You a ton for this.


One tiny issue appears to be remaining: "Windows Defender Security Center" appears to still refuse being turned back on. Should be try to tackle that - or do you deem it safe/r to reinstall my AVG suite which we had removed earlier in this exploration?

1. Download Farbar Service Scanner from here, and move it to the Desktop
2. Right-click on FSS.exe > Run as Administrator
3. Checkmark everything, and click Scan

there even isn't any kind of message other than the standard system notification about it being off issued again. The panel just reverts to its non-engaged state after perhaps 10 to 15 seconds. Here's a screen:

regedit will not allow me to save those changes. I tried restarting it as admin, but stil no go.

"Windows Defender Firewall" : reported to be active an on automatic initiation.

"Windows Defender Antivirus" : reported empty state and being on manual initiation. Attempt at manual execution yielded this:

"Windows Defender Antivirus (Network Inspection Service)" : reported empty state and being on manual initiation. Attempt at manual execution yielded success.
Retried to start "Windows Defender Antivirus" after that again, same failure as before.

if I enter "Windows Defender" at "Start" I get 2 executable options. 1 is "Windows Defender Security Center" which opens without problem, showing me that "Virus protection and Security" is off and should be enabled - which then leads to the standoff described a few posts earlier in this thread. The other one is "Windows Defender Firewall" extended options which opens without any problem.
