KB 2952664 is not needed. It deals with telemetry (sending information back to MS) and has been issued probably 22 or more times.
Perhaps the first time it appeared was in 2014
Source: Microsoft confuses Windows 7 users with sudden release of KB 2952664 | InfoWorld

I have never installed it on any of our four computers running Windows 7.

Concentrate on the inability to open devices and printers.

Have you tried sfc /scannow and rebooted?
Does your computer have bluetooth? I read this needs to be on. (Only one of our Win 7 computers has bluetooth and it is not on and yet all computers open devices and printers so I'm not convinced this is what is needed.)

If I find anything else useful, I'll add it to this thread.

Also is the print Spooler Service running?

Please find the link below containing my machine component based servicing registry hives

Thanks

Tried sfc /scannow many times and rebooted but it is not working.
My PC don't have bluetooth option (tried manually stopping and restarting services many time), printer spooler service is working fine and it prints.

Please refrain from doing anything that I do not request as this may make it harder for me to fix your issues.
