Windows 7 updates keep failing - error code 80070246

Hi everyone,

Firstly, I'm sorry for starting another thread concerning this issue, but as I understand the instructuons for other users might not necessarily be suitable for me to follow.

Anyway. Since the beginning of September onwards I noticed my Compaq Presario CQ62 laptop installing a bunch of updates with EVERY reboot. When I checked update history, it appeared that the updates failed to install every time I reboot, going into some failing-updates-loop.

Ever since, certain updates DO install. Also some that do not, are eventually replaced with new ones, that on their turn fail to install as well. Now I'm left with a list of updates that have been failing multiple times now:

They all fail with error code 80070246.

I did post this same issue on the Microsoft support site. I got some responses that didn't help me further and eventually the responses just stopped. I have already tried these possible fixes:

- I tried installing with my AVG antivirus and firewall disabled (as I read in other threads that might be the cause);
- I used the System Update Readiness Tool;
- I tried to install the updates manually;
- I tried to reset Windows update components as described in this article: http://support.microsoft.com/kb/2509997

Nothing seems to work out and the list of continously failing updates keeps growing and growing. I NEED HELP!

Great, no issues there! Let's try this:

Can you boot into the recovery environment, and launch command prompt please: How to use the Windows 7 System Recovery Environment Command Prompt

When command prompt is launched, type in the following command and press enter:

DISM /image:C:\ /cleanup-image /revertpendingactions

Then reboot your computer, booting into Windows normally. Run this FixIt in aggressive mode: You receive a "0x80070002" or "0x80070003" error code after you download an update from Windows Update, from Microsoft Update, or from Windows Server Update Services

Then try updating and post your CBS log please :)

Hi Tom,

Sorry, took me a while to get my head around this. At the moment I got a list up to 26 failing updates.

Unfortunately, I can't follow your instructions:

I have never received a Windows 7 DVD, my laptop came with Windows installed. I do have Windows Recovery on a separate partition on my harddrive.

I tried to access it via the startup menu (I basically tap ESC when the Compaq logo appears on startup, before Windows starts).

I end up in the startup menu giving me several choices (amongst which 'Enter Boot Menu', 'BIOS Setup' and 'System Recovery').

When I choose 'System Recovery' is found the white preloader ('Windows is loading files') as described in the article from bleepingcomputer you mention.

However, it brings me first to a Compaq recovery environment. When I cancel in end up in Windows Recovery, but I have no other option than to select a system restore point (with date and time) that was generated earlier.

The actual Startup Repair Window and possibility to select the command prompt do not appear.

Any ideas how to access it anyway?

Hi Robin,

No worries. Let's get some fresh logs and see what's going on:

Export CBS folder

  1. Click the Start button
    StartButton_16x16.gif
    then click Computer.
  2. Double-click on the C: drive, under the Hard Disk Drives category, and then scroll down to, and double click on the Windows folder.
  3. Find and double click on the Logs folder.
  4. Right-click on the CBS folder, and select Copy.
  5. Go back to your Desktop, right-click on it, and select Paste. You should now see a copy of the CBS folder appear on your Desktop called CBS.
  6. Right-click on this new folder, and navigate through Send to, and select Compressed (zipped) folder.
  7. A new file, also called CBS (CBS.zip), but this time with a different icon, will be created.

Attach CBS.zip to your next post please!

I would like to apologise sincerely for the delay. We are very short staffed in the Windows Update forum at the best of times, and at the moment, it is even worse. Tom is at University, and has exams at the moment. As a result, he is not taking any thread until they are over - which will be around the 20th January. I have looked at your problem myself, but am unsure how to fix it. Tom is a lot more experienced than me, so when he returns, he should be able to help.

I'm really sorry about the late response.

Elusive problem you have here. I can just about see it in the fringes of the logging, but it's almost as if blurred, not quite visible or discernible. I need to pin it down before it is possible to fix though, so first port of call is one of my own tools which uses a specialist scanner designed to detect weird problems like these which the normal tools miss. We shall have to wait and see whether it can find it though :)

SFCFix Script

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.


  1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
  2. Download the attached file, SFCFixScript.txt, and save this to your Desktop.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCFixScript.txt.
  5. Drag the file SFCFixScript.txt onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a log should be created on your Desktop: SFCFixScript.txt.
  8. Copy (Ctrl + C) and Paste (Ctrl + V) the contents of this into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.
