W8.1 Missing system DLLs - sfc /scannow and dism fail to run?

Recently I did a Windows refresh install. After that I had a lot of trouble. My metro apps were mostly corrupted (including the store) and logging it sat for 5 minutes at a blank screen before the metro UI loaded. Through some power Googling, I was able to repair the store app by running the command given here which would let the store update the broken apps. Then I was able to fix the freezing by disabling the App Readiness service. I'm giving this background because it may be related to my present problem.

My current issue is that I seem to be missing some system dlls. I've been trying to write a dll plugin for a program, but it was failing to load. Running Dependency Walker shows that kernel32.dll is referencing a few dlls that don't exist (http://puu.sh/79i6m.png). I tried running dism and sfc, but both seem to be failing with a CBS error - CBS_E_DOWNLOAD_FAILURE. DISM gives error 0x800f0906.

SFCFix Script

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.


  1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
  2. Download the file below, SFCFixScript.zip, and save this to your Desktop.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCFixScript.zip.
  5. Drag the file SFCFixScript.zip onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a file should be created on your Desktop: SFCFix.txt.
  8. Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this file into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.

This message could indicate that your firewall (or antivirus suite, or proxy, or VPN) is blocking the download of files from Microsoft... It could be useful if you say which FW/AV/proxy/VPN software you are using.

I'm using Malwarebytes and I have the "Website Blocking" disabled. I still get the same error if I disable the whole program.
