Server 2016 Standard, 1607, Build 14393.5921 Updates don't work. SFC seems to be broken. Code: C:\Windows\system32>sfc /scannow Beginning system scan. This process will take some time. Windows Resource Protection could not perform the requested operation. C:\Windows\system32> CBS Export and Component Scanner log attached. Then you should be able to perform a repair install.

So when you use a hive from a very similar server there will be always remaining issues. So the best way is to replace the corrupted hive and perform an in-place-upgrade.
