Trouble installing KB5051974

I followed the instructions found here:
Fix Windows Update corruptions and installation failures - Windows Server
and managed to find the missing files except one.

Microsoft-Windows-EditionPack-Professional-Package~31bf3856ad364e35~amd64~ar-SA~10.0.19041.1826
it should be found in KB5015807 but that KB is no longer listed in the MUC, does anyone know where I can find it?
I tried the next KB (KB5015878) but unfortunately it has an updated version of the cat and mum
"Microsoft-Windows-EditionPack-Professional-Package~31bf3856ad364e35~amd64~ar-SA~10.0.19041.1865.cat"

KB5015807 is showing up in my installed updates so I'm not sure if there is a way I could uninstall the update and re-install to fix the issue?

i have tried to upload the zip for the cbs logs but it is giving me an error "the uploaded file is too large for the server to process" the .zip is 80MB
 
Here are the file you are looking for.

Step 1. Download
67139f7e69a58-SFCFix-ico.PNG
SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.
  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.


Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.

Hi Maxstar,

Thank you for the mum and cat pairs, I ran the dism tool and it came back with no errors.

I then tried to install the update again but I'm now getting an 0x80073701 error

google suggested to uninstall any unneeded language packs so I used lpksetup to remove what I didn't need (I think there was around 36 of them)

lpksetup kept erroring when trying to remove the Arabic language pack (I'm assuming this is the ar-SA language pack) when I checked the CBS logs it gives the same error as windows update but looks to be a slightly different package

I have attached the CBS logs for the new error. any help will be much appreciated.

Please try to reinstall the ar-SA language pack using lpksetup with the attached file.

...or use the following command in an elevated prompt. (copy the *.cab file to C:\Temp)

Upload your COMPONENTS hive.
  • Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
  • Please copy this file to your desktop.
  • Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
  • Right-click on this file on your desktop and select Send To > Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
  • If the file is too large to upload here, upload the file to www.wetransfer.com and post the link in your next reply.


Export CBS (Component Based Servicing) hive
  • Click on the Start button and type regedit
  • When you see regedit on the list, right-click on it and select Run as administrator.
  • When regedit opens, using the left pane, navigate to the following registry key and select it by clicking on it once.
    Code: 
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing
  • Once selected, click File > Export....
  • Change the Save as type: to Registry Hive Files (*.*).

  • Name this file ComponentBasedServicing (with no file extension) and save it to your Desktop.
  • Right-click on the saved file and choose Send > Compressed (zipped) Folder.
  • Attach the .ZIP file to your next post.

I tried installing using the lpksetup and it says that it is already installed and greys out the install button
when trying to uninstall through lpksetup it says uninstall failed
I then tried installing using the dism command and it appears to complete successfully
afterwards when trying to install the update or uninstall the language pack the CBS logs appear to produce the same error logs as they did before.

the error log for the update and the uninstall of the language pack appear to be slightly different from each other.
