Reboot the system and provide a new copy of the COMPONENTS hive, when this laguage pack is successfully installed all the RTM components should exist.

Great, I will prepare a VM with the Arabic Language Pack, but I'll need to test some things first. So please don't make any changes, and I will provide a next fix tomorrow.
