I only came across it while searching for a way to check my internet for ISP throttling.

That one will not even start. Clearly I am connected to the internet because I'm posting here from the computer "that may not be connected to the internet".

Something is obviously blocking those ports and the M-Lab possibly doesn't use the same ports.
