Unfortunately the logs will only show us the first one that it fails on. We could do this for awhile and still not have a resolution. Do you have a Windows 8.1 x64 DVD or one that you can borrow from a friend, neighbor or co-worker? It likely would be quicker to do a repair install which will allow you to keep your programs and data.

That's great. Most people do not. The path to the quickest resolution on this would be to do a repair installation. Your data and programs will be unaffected by this so you won't lose anything. Please make sure however that you have your critical data backed up as unforeseen circumstances can happen. Info on this is below. Are you willing to try?

directly on c drive (c\oracle....) i have oracle test lab files with oracle database. I do not want to lose them
 
Your data and programs will be unaffected by this so you won't lose anything.

Make sure you have a backup of those and go ahead and try the repair. If you don't wish to do this let me know and we can continue trying what we were previously. I'm just trying to decrease the amount of time that you will need to spend on this and I can't guarantee that we will be able to resolve.
 
That's concerning that the Repair install didn't work. Please provide me the following four logs if they exist.

C:\Windows\Inf\Setupapi.offline.log
C:\Windows\Inf\Setupapi.dev.log
