Another Win7 to 10 failure with "Error: 0x8007001F-0x20006 the installation failed in the safe_os phase with an error during replicate oc operation"

I see there are marvel controllers present. They are not compatible with Win10. You may want to contact the system manufacturer in order to try and obtain the later one. I've had one client do this.
 
I'm not seeing anything Marvell in Device Manager. I see that this is generally hard drive controller related from a quick Google search. My motherboard is allegedly win10 ready, and said controllers are onboard, so I guess I'll check there.

If you could point me to the line items you see though, that would help me out a boatload in trying to chase them down so I can be armed with the correct info.

Well, I found a workaround.

I was able to perform the upgrade using a v1709 iso dumped to a thumb drive with Rufus. No errors occurred during the install.

I did fight a flashing login screen at first boot, but after booting into safe mode once then rebooting again, all is well I know I'll need to walk up to 1909 the regular way. Hopefully that goes over without a hitch. Please mark as solved. While unconventional, it seems to have worked out in the end.
