Can not install Cumulative Updates for Windows Server 2019

Hello,
in Update Manager I recently noticed that on one of our VMs with Windows Server 2019 Standard x64 (10.0.17763.4499) update KB5044277 was failing to install. When I connected to the VM and checked the update history, unfortunately, it was not first cumulative update that failed to install. Almost all (except update from March) have same error, 0x800f0986. I run sfc /scannow, but it did not complete. Same for DISM, it got stuck at 100%. (it was "running" almost 24 hours and still "running") ComponentsScanner file and CSB.zip attached. Please help me solve this problem.

  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • Once done, a file will appear on your desktop, called SFCFix.txt.

Step 2. Run the System File Checker and post the result. If it fails attach a new copy of the CBS log.

the result of SFC /Scannow is that Windows Resource Protection did not find any integrity violations. Please see attached screenshot.

Hi,

Upload your COMPONENTS hive.
  • Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
  • Please copy this file to your desktop.
  • Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
  • Right-click on this file on your desktop and select Send To > Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
  • If the file is too large to upload here, upload the file to www.wetransfer.com and post the link in your next reply.
 
Hi, sorry for late reply. We have regular servers restart set up on Thursday 11:30PM so I tried to run

DISM /online /cleanup-image /RestoreHealth
again after server restart.
This time it completed. Please see result in attachment. I am also attaching COMPONENTS hive .zip and CSB.log.
