[SOLVED] Cannot install Windows 10 - Modern Setup Host Has Stopped - Help Needed

This is just a wild guess, but let's give it a shot and see where we get.

Try running disk cleanup: Delete files using Disk Cleanup - Windows Help
Be sure to click Clean up System Files, then select the options for Windows Setup temporary files and Previous Windows Installations.
Then defragment your disk (if you don't have an SSD): Improve performance by optimizing your hard drive - Windows Help

Here's where we're at now. I did the above and started .iso - it got to the point of INSTALLING WINDOWS 10 (the first time it ever got that far). When I got back to my pc I found my 5 year old grandson playing a game, so I started it over again. It got to 76% of installation, then stopped with message Windows 10 was not installed (no error reported). I ran deep scan of registry using Glary Utilities, and repaired over 1300 errors. Restarted install and again got to 76% before it stopped again.
I have attached the setupact and setuperr files for you.

Progress is being made!! (Only wish it wouldn't take 2 hours each time I try before it stops installing!)

The logs say it's failing because the VDS service is disabled.

Let's try this:

Run Windows Repairs
  1. Download Windows Repair (All-in-One) Portable to your desktop.
  2. Once the file is downloaded, right-click on the file on your desktop and choose Extract All...

  3. Keep the defaults and click the Extract button.
  4. A folder named tweaking.com_windows_repair_aio will be extracted to the desktop. Once the extraction is complete the folder will open.
  5. Inside this folder, there is a folder named Tweaking.com - Windows Repair. Open this folder as well.

  6. Double-click on Repair_Windows.exe to open. Note: Please make sure all of your programs are closed and anything you were working on is saved as we will be rebooting.
  7. When the program opens, click the Reboot to Safe Mode button at the bottom of the screen. Answer Yes to allow.
  8. Once rebooted into Safe Mode, open the program again. When the program opens, click the Repairs tab and click the Open Repairs button.
  9. A backup of your registry will be made. After a few moments you will have many options from which you can choose.
  10. Please click the Unselect All button and then click to enable only the following ones:

    03 - Reset Service Permissions
    04 - Register System Files
    10 - Remove Policies Set By Infection
    14 - Remove Temp Files
    17 - Repair Windows Updates
    21 - Repair MSI (Windows Installer)
    26 - Restore Important Windows Services
    27 - Set Windows Services to Default Startup
  11. Ensure the Restart check box is selected and click the Start Repairs button in the lower right of the screen. This may take some time to run so be patient.

  12. Once the fixes are complete you will be prompted to restart your machine. Answer Yes.

Did the above. Now it stops (modern etc error) during making sure you are ready...
I then decided instead of using the iso for last week, to use media creation tool to get a new copy and upgrade directly from the download .... bombs out at the same place again!!!
1 step forward .... now back to where we were.
 
If you run services.msc is there a service called 'Virtual Disk'? If so, what is it's startup type?
 
Do the cleanup again, then try running the install from the DVD or Flash Drive you have created.

Make sure you disconnect all other hard drives and usb devices before starting the upgrade.
 
I decided to go another route:
I purchased a new drive and am installing win 8 on it, doing all of the updates to 8.1, then will put win 10 on that drive. My old C: (now D) has all my data on it so I can boot into 8.1 on that drive when needed, or to run a certain program until I install everything back onto the win10 drive. This modern stopped working problem just seems to be in an never-ending loop and we are spending way too much time on this.

I thank you for all of your efforts, but I'm frankly tired of staring at these error screens!

You can use the User State Migration Tool (USMT) to transfer documents and settings from your Windows 8.1 user account to your Windows 10 user account (but not programs).
It's available as part of the Windows ADK, and there are several GUI interfaces for the command line tools.
