Can you get me the QuickBooks application log please?

C:\Users\YOUR USER NAME\AppData\Local\Intuit\QuickBooks\log\XX.X\QBWin.log
In this path, XX.X represents your version of QuickBooks Desktop. For example, 18.0 is Enterprise 18.0 and 28.0 is QuickBooks 2018.

I cannot get it up to install the update.

I have tried running as Admin.

If I try to uninstall through control panel it ask do I want to remove the shortcut.

If I try to install I get the Windows Installer Error.

So after another 8 hours of playing with this. I have rolled it back and stepped back through everything and I got the same results. (I had a snapshot) Paying close attention when I started doing updates I found it is one particular updates that breaks multiple things. It not only broke QuickBooks. Office, my AV and a couple of smaller programs were all broken. It thought they had all been uninstalled and would not let me reinstall. I have backed up to my snapshot with current QB data. I am going to build a new VM on Friday.

I would if it weren't an important security update and this is an important server. You did however fix the update problem. I think it may be a compatibility issue and I will build and update a server before I add any applications so I can load the apps one at a time and find the offender.
